On March 25 at 1:00 p.m., the Pro Tempore Presidency of the Regional Conference on Migration headed by Mexico held a meeting with the Pro Tempore Presidency of the South American Conference on Migration headed by Argentina, to establish guidelines on the preparations for the RMC-SACM Plenary meeting.

On March 26 at 10:00 a.m., the Pro Tempore Presidency of the RMC met with the Regional Network of Civil Organizations for Migration (RNCOM) to discuss their participation in the activities of the RMC Work Plan. A more active participation of the RNCOM in these activities was considered, as well as the interest of this Network in topics like the meeting between the RMC-SACM, actions and good practices to combat the pandemic caused by COVID-19, and the implementation of the World Pact for Safe, Orderly and Regular Migration in the countries of the region.

The general objective of the discussion was to offer inputs to improve the capacities of the Member Countries of the Regional Conference on Migration (RCM) to design, implement and monitor mechanisms for safe, orderly, and regular labor migration, as a means to guarantee fair recruitment and protection of the rights of migrant workers. A study to contextualize the current situation of the existing mechanisms in the region in labor matters was disseminated. Capacity-building was promoted and good practices and lessons learned were exchanged regarding the Bilateral labour arrangements (BLAs) on labour migration. All of the above facilitate labor migration at the regional level, in a safe, orderly, and regular manner..

The objective of the Forum consisted of addressing, identifying, and pointedly systemizing the experiences, actions, and good practices in matters of inter-institutional coordination that can be replicated or adopted by the Member Countries of the RCM. This to guarantee the effective protection of all the rights of minors in a situation of international mobility, as well as addressing the challenges and opportunities to generate a regional mechanism of cooperation for the protection of children and adolescents in contexts of human mobility.

he first of three meetings to deliberate about the current situation of irregular migration in the region. Their objective is to identify the main trends and issues around these flows and propose a regional strategy that allows for the monitoring, evaluation, and attention to this phenomenon. From this series of meetings, a document that integrates the points of convergence between the RCM's Member Countries and draws up a strategy for the management of massive and irregular migration in the region will be composed.

During the event, the participants followed up on the findings of the “II Women in Migration. Gender, Human Rights and Empowerment Congress”, and on the progress in the implementation of the Guidelines for the Care and Protection of Women in Migratory Contexts. Also, the content of the III Regional Congress on Women in Migratory Contexts, to be held under Mexico’s Presidency Pro-Tempore of the RCM, was defined.
